Well the best way to develop them really well is to rp. That's the easiest, but the other way is to give your character weaknesses and some strengths that make them at least be able to get by with their job or what they do.

The weaknesses they have can be great for plot uses because it can conflict with want they are trying to accomplish. Also another way to make your characters personality interesting is to avoid cliches. Like you can have a unmerciful killer, but at the same time they aren't really evil, or a really nice cheery character that is really sly and mischievous. Also with good character development it's best to also try to use some rl knowledge as well, like since humans are bi-pedal and so are Irkens, they aren't built for and can't run on all fours.

Making the character believable, is another step towards a good one as well and making also able to get hurt in fights. Usually size matters in fights. So a small thin scrawny thing can't most like fight fist by fist with a huge muscular guy. They're have to use their strengths as a advantage towards the huge guy who is probably much slower, easy to run around and dodge while hitting. However no character can dodge some one forever in a fight so they will probably get hurt if the fight is prolonged and not ended quickly.

But usually rp is the best because it's like testing your character out to see how it interacts with others, and if it's too off. You can easily fix it in rp.
